It's not about Madara being fooled by Kyoka Suigetsu. The main issue with kyoka suigetsu is its influence on the opponent. You can know you are under it but you may not be able to resist it.

I'm not sure if Madara can resist being 100% mesmerised.

Kyoka Suigetsu just shows illusions, however the reason why Aizen refers to it as complete hypnosis is because of his own skills.He uses those illusions to decieve oponents on a high scale, that's why it is called complete hypnosis and unlike genjutsu from naruto there is only one way of escaping it, which Madara doesn't know.
