M. Bison: Dawn of a New Tuesday

You know the drill already, this time is M. Bison's turn to make a glorious come back.

First of all, he needs a new key to represents this new state of his, as he has lost much of his power and is substantially an almost entirely different person. For evidence of him being weaker than before check: here here here and here, on top of a million mentions of his hunger for power.
Now, what will his ratings be in this key? Well, the only reliable scaling we have here is him badly curbstomping Juri, which in this game is still 9-A, so I propose Small Building level stats and Supersonic+ speed.

Onto his powers and abilities, we have a bunch of new stuff to add to his previous keys and to make an entirely separate tabber for the new key, since his abilities are now much more limited. Let's start with the new skills his old self should receive.

  • Possibly Regeneration High to Low - Godly: In V Bison is disintegrated into sparkles of energy / light / ki whatever and now he's back once again. We don't really know he had dissolved into or from what he has regenerated. According to our standards restoring one's physical form from pure energy is still high, but Bison vanishes completely and he's renown for surviving as a lingering phantom, so mentioning both levels should be a fine compromise. On the matter of whether or not this is the original Bison reborn, we have direct confirmation from Word of God and his win quote against Ryu that establishes further continuity, aside from his scars mimicking the ones that formed on him when Ryu hakai'd him. I'd like to keep it as a possibly anyway due to the still unclear mechanics of his resurrection and he himself not excluding the possibility of him being a rogue and incomplete spare body, while still mentioning how his regeneration might have been part of his many contingency plans.
  • Fissionism and Fusionism: Some of leftover Psycho Power contained within a machine eventually fused with its digital data and gained an autonomous consciousness, effectively becoming a second Bison. There are many facilities like this around the world, so it's possible that other remnants of Psycho Power turned into independent entities as well. Bison also mentions how copies of himself might be at large. This will be added to his incorporeality and Immortality as well.
  • Further Telekinesis and ESP: Digital Bison, who's entirely made of just a small portion of old Bison's Psycho Power, shook the entire laboratory and lifted Bison's cap in the air. While still dormant, it could feel the Player's Psycho Power. Fuurthermore, it could also perceive the energy emanated by strong battles.
  • Further Stamina, Willpower and Resistance to Mind Manip: This confidential document details Bosch experiencing intense pain and repetead outbursts of violence upon being infused with Psycho Power, further cementing the kind of fortitute needed to withstand it. This will be added to Ed and JP's profiles too.
  • Further Mind Manipulation: Ken makes mention of the time he was brainwashed by M. Bison, cementing the canonicity of what is shown in Ryu's arcade mode in Alpha 3. Bison also claims to have used Psycho Power to bend the minds of Balrog, Vega and other cadres. It's the first time we get any hint of such a thing, but I see no reason not to believe him.
  • Further Genius Intelligence: Ryu considers him one of the greatest martial artist to ever live, pitying only his evil nature.
  • Minor Vibration Manip: Via Psycho Punisher, a technique he also had in SF4, but 6 provides a better showing of his stomp causing a mini quake.
  • Old Bison should also be considered able to perform all of New Bison's Psycho Power-related abilities, due to the latter being just a depowered version of the former.

Now, for New Bison's abilities.
He should inherit: SPC, Martial Arts, Genius Intelligence, Acrobatics and AP (seemingly retains all his intellect and fighting skills, as his amensia doesn't seem to hinder him too much on these fronts), Chi Manip, Fire Manip, Willpower, Damage Boost, Resistance to Precognition and Mind Manip (all of these are default skills related to either Psycho Power or being a great fighter)

For his new abilities (even though some are just different displays of old ones):
  • Absorption: Absorbed Sigma Digital Bison and aims to drain all other sources of Psycho Power
  • Power Bestowal, Biological Manip and Mind Manip: Granted Psycho Power to a withered horse, which then turned into a powerful steed thanks to its fortitute that allowed it to withstand such power. Bison and JP's profiles already contain proof of the devastating effects that Psycho Power has on the mind of its bearers.
  • Vehicular Mastery: Can ride his horse with exceptional ability while folding his arms.
  • Empowerment: Standard SF6 ability that all characters have due to their critical art becoming different and stronger when their health drops.
  • Illusion Creation: Projected a hologram of planet Earth.
  • ESP: Part of this ability is inherited from before, as our profiles already prove how ki sensing is a common ability among ki users. Bison should also have inherited Digital Bison's ability to feel Psycho Power, on top of him being already drawn towards sources of Psycho Power.
  • Explosion Manip: Via the Psycho Mines
  • Vibration Manip: Because of Psycho Punisher, as said above.
Lastly, a Weakness: Bison is still unable to control the full extent of his inner power, and needs to actively restrain it, as even a single mistake might cause him to be consumed by the overflowing energy. This is showcased in-game when Psycho Power violently bursts out of his arm and forces him to contain it or kneel in pain.

Disagree with low godly but agree with high
My main argument for the inclusion of low-godly is that we consider regeneration from the soul as such, as in Street Fighter there isn't a clear-cut distinction between soul and chi, in this case Psycho Power, which is the antithesis of Soul Power.
We already know that Bison survived multiple times as a phantom made of Psycho Power, and that through it his soul has inhabited both machines and physical bodies, confirming how the two are basically the same thing.

So yeah, Bison might have dissolved into chi energy, which normally would be High, with it being basically his own soul, I think it fits our standards for low-godly.
