Luigi is stronger; he has a "+" sign as the end of his AP and durability ratings. On top of that, he's a much better fighter and possesses a wide variety of powers and abilities. Additionally, rainbow power has never been demonstrated individually and it's specially intended to defeat beings of evil; which is another advantage in Luigi's favor because he's so pure and good. In conclusion, Luigi outclasses Fluttershy in power, skill, versatility, abilities, hax, and tactics.

Wrong, Rainbow Power nor the Elements were never given specific targets to affect like evil or chaos. Don't give them limits they don't have. Also the RP and the EoH negate hax.

Some people barely stated reasons or didn't say "For Reasons Above" which is all they really needed. But if we did include all votes, it would still be 9-0. Actually, there's only one comment that didn't state any reason, so Luig still wins 8-0 either way.
