Lugia + others upgrade

As of current Lugia is listed as "Country level" due to the 40 day storm.

This is fine however, this isn't his most impressive feat.

In Pokémon 2000 it was directly stated that the fight between Zapdos, Articuno, and Moltres would destroy the planet.

This should be at least Continental-multi continental.

^Lugia by himself was able to contend with all 3 at once (he lost but he did survive a while)

This also, scales to Ho-Oh due to being the counter part of Lugia.

Conclusion

Lugia/Ho-Oh/Zapdos/Moltres/Articuno: Continental/possibly multi-continental.
