Then Falcon wins. That's alot of upgrades (however, downgrades to) I think Lucario may still have a chance, but very slim. Falcon's combat experience and all of those upgrades will make it tough.

What are even the reasons beyond 'Falcon has a fat wall of text'?
The better question is: what can Falcon do 4KM away against homing aura spam, amped by Lucario's adaptability, with a range of less than 50 metres? Even if Falcon gets in range with Lucario, he gets in range of Lucario's passive mind reading (range of half a mile) which, coupled with Lucario's skill and experience plus speed amping moves like agility and extremespeed, I don't see how Falcon is going to get a solid hit in.
