You do realise the skinny form is only his true form now due to all his surgeries he didn't need to buff up he was naturally that muscular but the surgeries made him skinny

What you linked is like at most 18 year old AM he's obviously not done growing as we see he's notably bigger by the time he gets to America.

Even with all this doesn't prove he can only use his power for a few minutes

He's never shown to have an empowered form when he was younger besides some electricity like Deku the empowered form is a product of his surgeries since it's him attempting to look like his normal self
