The Elements of Harmony one shot Sombra (Who needed both Celestia and Luna to be beating), Nightmare Moon (who is equal or superior to Celestia,and her power is disayeared by The Pony of Shadows who is above Baseline) and overpowered Discord (who is able to toy around with Both Celestia and Luna who are both equal or above Baseline) and an incomplete elements of Harmony beat Human Twilight who is Baseline low 2-C.

Lightning beat Bhunivelze, who created the new universe, was stated to be capable of destroying the old one and beat the created of the old Universe, and she was also capable of holding back the Chaos that destroyed the Old Universe.

I'm voting for Fluttershy cause of the AP advantage and the Stare.

The Stare doesn't seem that reliable tbh; since it doesn't effect certain magical beings according to her profile (which Lightning can very much be considered a magical being) also has it ever affected tier 2 beings?.

Fluttershy may have the AP advantage but Lighting's combat experience, arsenal of abilities/spells and versatility shouldn't be under estimated plus she leads with both time and soul hax IC (something Fluttershy doesn't resist) moreover she can easily negate the AP difference with buffs/debuffs too.

I know that but has it shown to work on tier 2 beings? (from my assessment it doesn't seem reliable but I'm not a MLP expert).

The thing is, when using the Elements of Harmony, they gain a barrior that blocks any weaker attacks, so if you have an AP disadvantage,you wouldn't be able to Damage Fluttershy,and for lighting to be unaffected by the stare, she must have a Resistance to it or she is higher Dimensional, which are are things Lighting doesn't have, and all Fluttershy needs is to land a single hit, and Lighting gets Sealed or petrification.

Unless Lightning is physically higher dimensional then it would work just fine (same with any other physically 3-D Low 2-C).
