Richard only has Low 2-C environmental destruction and the hax doesn't look all that in character, so Death probably taps him once and wins
 
It is combat applicable it just warps everything on a universal scale till the universe gets destroyed. In the episode Gumball was trying to reach him and make him quit the job but he continously got transmuted, spatial warped, BFRed, caught in causality loops passively and Richard was streets away from them.
 
The one thing I will say is that while Richard's passives are good, he doesn't really have control over them. That and he's basically notorious for being the definition of a glass cannon.
 
If Death gets warped back or somehow retains his mind whilst being warped I guess he could just point. Not sure what would happen exactly because of the unpredictability.

I guess Death could win if he just uses death manipulation because Richard's hax isn't as potent when he isn't near the "place of work". For instance he needs to be close to the house where he delivers the pizza for his hax to be at peak potency. When far away from it, the warping is unpredictable but doesn't happen often. So I'd say Death can win depending on where Richard is.
 
I think it's a given that all fighters know they're in a fight. Otherwise there'd be a lot of fights that just wouldn't happen.
