Currently possesses a far better set of feats, for two. (The feat everyone in Tekken currently scales to is actually being debated as being worthy of a Town level rating in the first place, whereas Raiden's best feat has a calc backing it up.)

More combat experience, for three. (Been doing the rounds in his verse for longer than Hachi's been alive)

The ability to attack-blitz, for four. (Lightning moves faster than Heihachi can blink)

Likely immune to what little lightning manipulation Hachi has, for five.

Are you talking about the feat where Heihachi tank an explosion from a group of JACK's?

Still, there is also a likely Town level feat from Jinpachi in Tekken 5 similar to the one of Raiden in the comics, as he was able to create multiple tornados and (what is seen even) a pretty big storm by only awakening his devil power.

Well, there is the possibility that it wouldn't be the case.

As in Tekken 7, the Devil Beam of Kazuya was able to perform a Massively Hypersonic feat.

And Heihachi was able to react during his final fight, which means that he must had at least comparable reaction time.
