Looking for thematically appropriate Opponents for the Wonderful World verse that can still compete in an "even" fight against them.

With Semnia (Wonderful World) nearly finished, hopefully for a Beta of .91 of the game, Let's look back at the 22 currently existing characters for the verse currently playable. Right now, the confirmed overall Tier is STILL Low 7-C, but exploring this, and playing the game should provide more insight of the verse. We have some kick butt characters already, but little to nothing in fair fights (It would be worse if it is Country Level with Fefe, but Felmina is currently unplayable, so it simply won't apply yet.). Think hard about your ideas so maybe I could publish. I might even see Doomfist fighting Claudette hand to hand! What are your ideas?
