I imagine it's possible
Like no matter how strong character A gets from rage boost, getting hit or passively over time, character b will not feel those changes but only feel the power the character had at hos base/start of the fight.
But idk. I feel like it could be possible

Passive Accelerated Deevolution being applied to opponents? ... I don't think that has a name, but it would effectively be a ability that would counter those effect's essentially.
