Beasts, most likely. Birds have flight on their side, but they're also Flying type, making them easy pickings for Raikou. The beasts can resist the birds but the only bird that has a resistance is Moltres to Entei
Moltres is easy pickings. Entei would have a hard time, but Raikou and Suicune are both super-effective.
Articuno is a problem with freezing and ABZ, but all three of the beasts have advantages over it. Entei and Raikou have super-effective attacks while Suicune is resistant. Plus, Suicune has its own ABZ to make up for it.
Zapdos is is the biggest problem. It's not weak to Raikou and has super effective attacks on Suicune. However, while it's not weak, it's not resistant, and Raikou is. And Suicune still has access to ice attacks, though Zapdos will have STAB on its side.
