Ok, In-Universe, Ssam-Su Taekkyeon > Re-Taekwondo > ITF Taekwondo. Besides that, Ilpyo knows the deeper intricacies of Taekwondo, and Ssam-Su Taekkyeon was made to literally counter Re-Taekwondo moves, which have very little deviations from ITF besides how they are used.

Overall, I'm giving it to Ilpyo. He's also closer to Mori in terms of battle analysis than Sujin is, making this pretty decisive.
