How good is Wither Storm's Death Manipulation?

Storm has two types.
The main Storm's death manipulation is the Wither effect. Which is basically deadly poison.
The Storm has another form of Death Manipulation which is via the Command Block, which kills most living things. Since this Storm ain't bloodlusted it's not using the Command Block first.

Not sure if it's fair to give Type 8 to Kracko. Wither Storm can't realistically counter it.

The Command Block would still be able to clear an infinite sky worth of clouds in 5-A. It just wouldn't be applicable in combat.

I think that Kracko takes this. Without the Command Block, Kracko has better abilities, in addition to have better range and more experience.
