It depends on the context.

since there is no sybil system in death note, it is unknown if the sybil system would even let Light have a position of power at all because of his obviously high psycho pass.

Yeah, Light takes this high difficulty. Kougami would be smart enough to conceal his identiy but Light can simply hack Sybil or the MWSPB system the exact same way he hacked his own dad's computer to see what leads the police have on him.
