Setting:
Johan resides within Tokyo, as do Light and L.
Takes place within the same time period as Death Note, around 2006-2008.
Average Population for Tokyo.
Rules:
We are using Light after he regained his memories from the Death Note within the helicopter, and we are using the final L.
Shinigami eyes can be used.
Death Note is allowed.
Ryuk is allowed, to only a certain extent.
Watari and his resources are allowed.
If Light is suspected and caught as Kira but Johan has not been caught, Johan is declared winner.
Johan's name is to be considered Johan in this circumstance since he canonically has no name and that is the name he goes by.
Context:
After the Yotsuba Kira has been caught and suddenly killed, L and Light focus decide to focus their efforts on catching the person who has been perpetrating murders unrelated to Kira. L is granted the 4 man task force, with Light Yagami. Johan has arrived in Japan to find a few foster parents of his that have moved here. Johan plans to stay in Japan for 1 year. The Window that L and Light gets is one year to find and successfully incarcerate/kill Johan. Could they do it?
Win Condition:
For Light: Light manages to Kill Johan without being exposed as Kira, or getting Johan to Kill L and then killing Johan. Wins also if he finds out Johan's name.
For L: Catching Johan and successfully incarcerating him within solitary confinement, or determining that Light is Kira and incarcerating both of them.
For Johan: Escaping Japan without being found and surviving. Also Killing Light and L.
