Again I can't really comment on something I got no knowledge about, it's probably relevant to see how much time there was between part four and Deadman Questions, I'd wager its just Araki forgetting over the years. Looks like he has a new suit too, and blood stops dripping after a while.

Also where even is he? Purgatory? Maybe him losing his leg is apart of the torture and cleansing?

He's wandering soul. Souls don't even bleed. His leg cut off yet there's no blood. Not even a drip. They don't heal either with waifu girl. DQ was made around part 5 to part 6. 1999 to 2011.

If they don't bleed why would you expect his distressed form to be dripping in blood? He probably was injured just not surface level.

Occam'z Razor doesn't make sense when applied to illogical and bizarre concepts, plots and storylines. Not to mention it's not even close to 100% accurate either, thank God it's not a very good or valid argument in the U.S legal system.

DiU ended 1995, DMQ started in 1999. Definitely seems like a case of Araki forgot, didn't care, or retconned. There's a lot he didn't like about part four in general.
