According to Akita Toriyama a question ki is a concept, would that give conceptual manipulation to ki users or something like that?

Where does he quote

Source: https://www.kanzenshuu.com/translations/seg-story-volume-truth-about-dragon-ball/

If accepted, I want it to be added as conceptual manipulation to the profiles of all Dragon Ball characters that have ki

I'm new to these things, so take it easy, I don't know how a concept is classified

The word concept changes depending on how it's used.

Example 1; "The concept of swordplay was honed as a craft over generations." (Not literally saying ALL swordplay is conceptual.)

Example 2; "Swordplay as a concept has many different techniques which of course includes Iaijutsu." (Again it's not literally saying ALL swordplay is conceptual.)

Example 3; "Swordplay is a concept, its very essence permeates your being." (Not 100% but more likely to be conceptual manipulation.)

Example 4; "Swordplay is conceptual, its abilities can transcend human understanding." (Is conceptual manipulation.)

My, he's literally just explaining the (Akiras) idea behind Ki. Thats like Office Workers in real life pitching their new products to the higher ups, they do so by explaining and selling the concept to their bosses.

Yes, Ki is a concept, such as fire, humanity, strength, weakness, water, etc. Are.

Does it mean anyone with fire/water manipulation (for example) have Conceptual manipulation by default? No. Just because something is a concept it does not mean that by manipulating it you're manipulating the concept itself.
