Even assuming it is, Kefka's BFR is very limited, and has a hard time working on most foes.

He has no real way to hit an intangible being, unless Reimu is affected by things like gravity wells or something.

Well assuming Fantasy Heaven renders her immune to basically all manners of attacks, or at least the one in Gensokyo that Marisa had to put a time limit on how long its allowed to be used in danmaku battles otherwise Reimu would be breaking rules due how unfair it is. Im gonna assume no, gravity wont do much.
