Or at least i try. Can Kazumi hax Iona while hiding underwater? And can she hax Iona AND the initial attack volley at the same time?
 
Yes to both. Witches below her have a range of kilometres with reality warping, and she should be able to affect both if they are in range

I didnt question the range, more like if shes able to hax Iona without seeing or knowing her postion. Is her Hax wavelike? As in, is every of her Hax just thinking hard at something and it gets haxed?
 
She should be able to. Witches obviously can't see people from inside the labyrinths, but they manage to affect them regardless. Most likely they have a better extrasensory perception compared to magical girls
