iirc Expansive Truth Seeking Ball (the planet buster) is her best attack and requires a long time to charge, Kaguya would have difficulty using it against opponents even of her own speed if said opponent overcome her Regenerationn

C means speed of light (Like 2c is 2x FTL), and that's his attack speed, but his combat speed is still Mach 137,000.

Any instances of Naruto characters dodging light or lightspeed attacks are outliers, given the speed of the Juubidama.

Thats Because Juubidama has power than the those attack thus more weight to carry. Those light attacks were used by the storm release which use light energy. Also bjuu bombs are noted to be heavy and dense. Just a small incomplete one is heavy.

So of course there not as fast due to weight and power. The light attack donsen't really carry any mass.
