Pretty sure Jotaro has the speed advantage so I personally wouldn't say it's a stomp

Just a heads up, make sure to read each of their tiers and if there is a major tier difference, make sure that the other character has at least some hax to counteract that attack potency difference when making a match.

Not just a major tier difference- any tier difference usually means a stomp, unless the character in the lower tier is very high in it, and the one in the higher one is close to its baseline.

Neo could probably see the stand since he just sees code and then he could easily block its attacks and then speedblitze kujo
