Yeah, most people with street level durability can, especially those who tank vehicle impacts (which are >>>gunshots)

Okay, physical stats aren't that helpful when this is a gunfight. In fact, bullets would just pierce through the Joker.

Yeah, I'm a bit confused as well since Exley is very skilled with a gun. Joker gets headshots but that's because he was point blank every single time. Exley won a shootout against 8+ men armed with shotguns with only Bud as his partner.

They are both street level durability, so they could survive gunshots, then if it got physical Joker has higher physical strength in addition to stealth and pain resistance.

Why would it ever get physical?

This is just a full on gun fight

If Joker tries to sneak attack him, his 9-C durability would pretty much allow him to survive most of Joker's hit

Yeah he took hits from Bud White, and I think Bud is stronger than Joker. It took 6 guys to hold Bud back when he was pissed.
