Yes but you do realize the wielder of the weapon is just as important. Joker has only used a gun once in his life. Tom is again, a trained police officer, who's dealt with worse than a random bonehead with a gun. What you're implying is that Tom is just a statue that only knows how to shoot and only determining things based of their weapons. Joker's aim is also pretty bad. He missed multiple shots from a guy who was a couple of feet away from him. Joker needed a clear shot of a guy who was right in front of him. Tom isn't just gonna sit there, he's gonna try to evade as much shots as possible. It's pretty hard to believe a noob with a gun can beat a trained police officer with a dart gun that can put down bears.

So for the final father freaking time, Tom FRA.

Also that dart gun hit a sub relativistic hedgehog.
 
I still have to go with Joker on this one. That clip shows Joker slowed down the guy running away from him.

Joker never missed. He shot the running guy in the leg as he was Awkwardly getting up after shooting a guy in the head and the next guy in the heart.

Joker seems like a prodigy with a gun to be able to do that without ever welding a gun before.

A lot of Tom's abilities are based on what a trained officer can do. Yeah, they are skilled, but Tom's workplace is told to us in the beginning that nothing goes on in Green Hill for a non-prodigy to get practice in firing his weapon in a combat setting.
 
Joker has not only used a gun once in his life. That is outright false. Tom is a trained sheriff, yes, but keep in mind that in his years of being one, he never actually has to deal with serious problems. As shown and stated in the movie, Green Hills is a peaceful place with little to no serious crimes. Tom hasn't shown experience against legitamte murders that are armed. That Badnik took a few seconds to scan Tom and fly for a bit before actually shooting. This gave Tom time to actually cover before the Badnik even shot. Not to mention he had help from Sonic to even actually hit him. It's experience, but not exactly something that will be on a 1 on 1 situation by himself. What I'm implying is Tom has little experience against people who pull up a gun and shoot instantly. His gun is faster, stronger, and has more ammunition. Meanwhile Tom's dart gun is slower and only has a single shot. Um, when did Arthur miss? He shot the guy in the lag as he was running away as he was getting up from a beat down, and once again shot him at a more farther distance. We have not seen him actually miss. It's hard to believe a guy with little real experience is going to aim dodge 6 transonic bullets.

We do not count the first votes due to the arguments being Tom disables his weapon which can't happen due to starting distance.
