Janemba should be much higher than 4-A.

There are only a few things I have to explain about Janemba's tiering. First, we must look at the fact that the mortal universe in Dragon Ball Z is a macrocosm. It was even stated to be one. Now, it has multiple definitons. The entire universe, or something massive in size. There are 4 QUADRANTS, QUADRANTS. NOT GALAXIES. Which people always seem to get wrong. The universe was even stated to be infinite in size. Janemba completely warped the entire macrocosm. Don't forget, Janemba was able to create a timeline in his hands, sucking in Ki blasts. If that dosen't change your mind, then listen to this. He creates portals in the universe at will, without breaking a sweat. Fun fact. Goku screamed so hard he shook the universe, including the afterlife. Wouldn't that make him a High 3-A? also, there is more! Heaven itself is as big as a universe, which he seemed to shake too, so either High 3-A Janemba or a 2-C Janemba.

Still, shaking the universe is 3-A, since it is capable of destroying the universe.

And does calcing make everything right? no, im pretty sure it dosen't.
 
Most characters ratings are scaled from calcs based on the damage caused by them.
 
the only characters that are not capable of being put in a tier properly are

1)Characters that does not fight

2)Characters that have variable power level

3)Characters that are tier 2 and up (Due to being needed feats and statement instead of calculations)

So moot point

This isn't how it works. It's like saying that an earthquake that shakes the entire planet is 5-B
 
janemba altered the whole structure of the Other world, which has the same size of the universe according to the official map and the anime.
 
We only saw him altering a part, not the entirety of it. Also it does not scale to ap, so its irrelevant to bring up, also i warn again that this is against the discussion rules.
