I vote inconclusive, with maybe a slight edge to the Jade Emperor. This is because even though the milky way is infinite, 17's fought some arguably infinite 3D characters recently, but The Jade Emperor clearly has an intelligence advantage, and that's one of 17's greatest skills, so that lowers his chances. I do believe that without the infinite feat for TJE, 17 has a massive AP advantage, but I'm not sure if it's enough, considering the advantages TJE has. So unless I get further information on TJE, I vote inconclusive.

Am I not suppose to call someone omnipotent? Is that too much? I'm a bit new here so I'm not up to date on all the terms here and what I am and not suppose to do.

Well being a universe busters is no where near omnipotent. And even our Tier 0s (the highest tier) aren't full omnipotent since omnipotence is impossible to prove and tier 0 is a hierarchy thing.

And sorry if we came off as hostile, we just see similar statements so much that it gets tiring.
