Italy via conceptual manipulation.
I don't see how he'd die completely from even the hax Dr. Strange has. Not to mention, his body is only 9-C meanwhile Italy has building level. So Italy may not have to use nukes assuming he can get one punch in. And surviving 60 or so nukes with one shield? Is that really enough?

Italy has higher stamina, AP, physical strength, etc. Strange could win if you used his time control or other hax, but because Italy's stats are higher (and he has conceptual immortality), he would win 6-7/10
