In my opinion, Hiei wins , as I put "Attack Potency Equalized " , the most important here then is the speed , in my mind , I believe Hiei has more speed to fight , I think Itachi would not even see the Hiei cuts, as this time in the Four Beasts Celestial , he gave 16 cuts in one second , it's a start , since this and Supersonic + feat , and Itachi is Massively Hypersonic both Itachi without Edo in Edo or , same thing ... So people, does that mean Itachi's Susanoo will be badly broken by Hiei's ultimate technique? Amaterasu, unless sufficiently enhanced, cannot do much to Hiei, since he also has flames of the worst kind in existence as well.
Surely DDF will break Susanoo, just like Amaterasu should burn Hiei, who's too quick for Amaterasu anyway. Only rinnegan presents a threat, as it can call planet sized rock down apparently from its hiding spot somewhere in the sky.
To elaborate, both of them have some of the highest level of flames possible, and aren't something you can easily take care of. If Sasuke were to apply Amaterasu to Susanoo or apply it in some way, that's one thing. But if he were to just look at somebody while they're still unrestrained and moving fast enough, Amaterasu can be somewhat impractical.
