The problem is as follows:

The bolded part shouldn't be included, because as the tables below show, the values listed are specific to cement mixture, buildings and other human made structures are mostly concrete, which is a mixture of cement with aggregates such as sand and crushed rock and as such, the correct value for the destruction of buildings would be those of concrete (which are shown on the destruction values table), not solid cement like bolded part would imply.
