Isn't The Presence is Omnipotent, Omniscient and Omnipresent?

Claiming that a character is omnipotent is meaningless, unless it is clarified that it fulfills our requirements to consider it as tier 0, especially given that the Presence was temporarily killed, has an equally powerful rival in Elaine Belloc, and was shaped by external forces. Also, even tier 0s are only considered as questionably omnipotent.
