If Void Termina was supposedly going to destroy the world if Kirby and his friends hadn't interfered, doesn't that make him universal?

Descriptions and statements like that can be interpreted as the character in question can destroy the thing in question little by little. For example, Piccolo Daimaō states he could destroy the world if he wanted, yet he's only city level, so he could destroy a planet little by little.

Oh, so then in a vs battle Void Termina wouldn't end up destroying the world in the timeframe most fights take. Gotcha.

If Void Termina was said to destroy the universe he would be Universe level, but he wasn't. He has a Multi-Galaxy level feat when he dies and should be Low Multiverse level like most top-tiers in Kirby, but ignore me saying that.
