Is Tier: 0 being removed?

It's not being removed, but it's being redefined (along with many other likely tier definition changes).

Currently tier 0 is something like "Way above baseline 1-A, and also one of the top two characters in the verse", as far as I understand it, it's going to get a more rigorous definition that would both knock some verses down from tier 0, and let some verses have more than two tier 0 characters.

this might be a dumb Question, but is there any date this will be happening?
 
Not yet, but it's probably many months away.
 
Ultima Reality is working on redefining part of our system. Among other things, the requirements for the highest tiers will turn much stricter.

He needs to finish discussing how to precisely go about it with our most knowledgeable staff members first though.
