I vote for Loid, and honestly this looks like a stomp. Loid massivly outskills Isen as Westalis greatest spy, who dispatches groups of criminals on the regular. Isen gets outanapred and folded

No, mainly due to the fact that Loid having firearms would probably make this a stomp

In Loid case you can't restrict his firearms because they are his standard equipment.

Also, yeah, Loid beat Isen really bad. The only thing Isen can do is somehow counter Loid ability disguise ability with his special vision, but aside from that he can't really do much because Loid can easily defeat him in a frontal confrontation without needing stealth.
