Android 16 should have type 1 immortality due to a combination of being a purely robotic android and having an infinite energy generator inside of him.
A while ago, it was agreed that the purely robotic androids should have longevity instead of type 1 immortality since they will most likely shut down one day. This makes sense for most of them, but Android 16 was stated to have an infinite energy generator inside of him just like 17 and 18, which is stated here in his character biography in the character section on Kanzenshuu, where he is described as an eternal model.
