I also do not think that we should keep immeasurable speed for these characters. I am also very uncertain about infinite speed, but am very tired and have a hard time keeping track, so I would appreciate if other staff members can help us out with reaching a proper conclusion here.
 
If i send a bullet through time, what speed rating does someone get for catching the time traveling bullet before it hits them.
From what I can see, she knew it will get there so? And obviously it depends on context. A time travelling object can be slower than a normal bullet. The scan doesn't prove anything impressive speed wise. Which is why I asked for more.

It’s already posted before that the silver crystal’s energy travelled through the entirety of the universe which is infinite.

I'll post the the gist again:

1. Sailor Moon's crystal, the source of all her powers and attacks, lit up all of the space and time. This includes the infinite universe, as well as it reaching outside of the universe to places like Wiseman's domain and Corridor of Spacetime. These places are only accessible through time travel.

2. Black Lady flew from Planet Nemesis, a place in the universe, to wiseman's domain. Black Lady also was able to attack Sailor Moon in the past from the future.

3. This one is a little complicated so bare with me: When in the future, Sailor Moon couldn't use her powers because the proximity of the silver crystal of the future and the silver crystal of the present interfered with each other and jammed their powers. Sailor Moon was kidnapped and brought to planet Nemesis. Planet Nemesis nullified her power and prevented her from being able to transform and wiped her energy.

When her life was threatened, Neo Queen Serenity (Sailor Moons' future self) gave sailor moon a power up. This is the powerup that let Sailor Moon's light lit up the universe I mentioned in point 1. This power up also did something else. To get past the jamming effect of the silver crystals being in two places at the same time, Sailor Moon sends power from the present to the future to power her attacks. This also over rides the power nullification of the planet Nemesis.

This was then seen again in reverse when Neo Queen Serenity powers up Sailor Moon's attack from the future.
 
Wait a minute, all that was said in your linked scan is basically that "Einstein's original theory claimed that the universe is infinite", but there was no mention of that this is actually the case in Sailor Moon, especially given that later and more advanced scientific theories do not agree with this claim.

The sailor moon universe is a static universe.

Not really sure if the universe is already a static one or the lambda power turns the universe to a static universe. IDK, but wiseman's domain was located at the end of space-time. But the older scan says something like "Restores everything to the static universe" so i guess it works.

You are currently arguing for infinite attack speed sailor moon and infinite speed black lady, correct?

Basically this from what i am told

Filling or lightning up infinite-sized realms must require substantial amounts of evidence. But if the intent for the infinite-sized realm is clear and repeatedly hammered in multiple times, then there's no reason to assume otherwise and it should be acceptable."

Depends on what do you mean by "sufficiently substantial" . So far, the only infinite speed that is not rejected by the staff till now from what i have seen is the silver crystal's light reaching a warped space somewhere at the end of space time, which alone puts the idea of infinite sized sailor moon universe into question if the new guidelines are anything to go by as far as i understand. Do we consider that an infinite universe having an edge is ok because it is fiction? One of the reasons we rejected infinite universe for dragon ball is because it has an edge despite like 8 statements calling it infinite.

This was the part where in 2 translations it is mentioned the universe having an end/edge.
