If a character is capable of bringing a NEP Type 2 Character back into existence, would that character have NEP Type 2 interaction?

Technically, but if they can only interact with them fully after they make them existent, then it would be NPI limited to that Ability and would not extend to anything else. So they can't touch or use any of their other powers on them before removing their NEP.
