Ice Manipulation Questions

I've seen a lot of people on this wiki (like Todoroki and Harry Potter characters and more) have ridiculous APs due to freezing stuff and making ice

However, is this level of AP really compat-applicable?

For example, if Todoroki using his Ice Wall on someone, would they actually be recieving Low 7C damage? since the ice is like the size of a building. How does this work?

Mathematically no, it should be subject to AoE/Enviromental Destruction rules, as decreasing the environment temperature to -20 Celcius degrees in a 20 m radius its the same as doing it in a 100 m radius for those that are being frozen. Stuff change if the temperature varie from the source of cold, although we do not known how calculate that (and generally do not affect conventional freezing feats).

So if, for example, Todoroki used Ice Wall on, say, Bakugou, what would happen?

Would Bakugou just break out? or would he be 1 shot?
