How powerful is that Empathic Manipulation? Can we assume Amari has no resistance to it?

I mean, she doesn't have any resistance listed and in my understanding, Amari isn't in a situation where her being outside the game would protect her from in-game mental influence.
As far as I know, Santa's Empathic Manipulation is baseline with the sole effect to make the first person he meets automatically like him like a best friend.
