Well in the case of Hadou/Gudou Gods, the source of their power is also the source of all reality, incuding dimensional structures, and they are stated to expand to encompass any universe no matter how complex it's dimensional structure is.

Eh, they transcend space and time regardless of structure because they reached emanation thus having Taikyoku, and Hadou are the only one who expands no matter the size of the world (mutliverse in this case or universe depending on the Era you wanna talk about), as they will expand until everything is within their Law

This question would be best suited for FC/OC if you want to make characters like that. But, you also have to ask; "Do my characters have a reason to be that strong?"

Yes. In fact I have decided that I would create a backstory and a full 10 episode season based on my FC's struggle to become powerful. Think of her as Goku except that she starts out shy and a coward whose powers are similar to an average human but then slowly she learns about independence and determination as she experiences lots of obstacles in her way but due to her determination, her power grows and finally at the end of season 10 (there are ten seasons with each season having 10 episodes), she becomes a god with reality warping powers.
Anyway, is destroying the concept of dimensions makes a character outerversal?

Destroying the concept of a spatial or temporal dimension could only be accomplished by a 1-A or above, yes.

For example, Chaos Gods can cause the very concept of time to not exist, but that is not necessarily a 1-A feat.
