Yikes. Not sure. Looks inconclusive by skimming through the profiles. Edit: Yeah, it looks like a inconclusive. Neither can really put the other down and their abilities are practically the same. How strong is Mot's Death Manipulation? and does he have a counter to the Strange Man's disease manipulation? If not, Strange Man could kill him over a brief period of time after making him sick.

If I'm honest...
Intangibility seems to be at will so I'm not certain Mot can even touch him. Similarly, I don't think Strange Man can induce death on what is effectively a skeleton, ditto for diseases. So in theory neither can seem to do much to the other, so two embodiments of Death are just sat in the middle of a huge population city and say "**** it", and New York burns, end of fight.
