Hyperdimension Neptunia: Dimensional Slice = Conceptual Manipulation?

In Megadimesion Neptunia VII, Neptune's ultimate skill "Dimensional Slice" has a description stating that it is capable of slicing through even the concept of the opponent. Does this indicate that Neptune has the Conceptual Manipulation ability, being able to erase the concept of an opponent?

The only character shown to be able to tank it (outside of game mechanics) was Kurome. Even so, she was weakened.
