I seem to recall Rakko messing with and weakening Frenda little by little during their confrontation instead of going straight for the kill. Can someone confirm?

Also, please remind me, in the location of SBA, are civilians present?

She definitely was sadistic, yeah. She kinda already held a personal grudge against Frenda, though, and hence decided to make the hunt "enjoyable".
Also, she still shot her arm with the first hit and later on her handy the moment she uses it. So she pretty much takes away the combat ability from her target immediately.

Also, please remind me, in the location of SBA, are civilians present?
There were debates about that, although they never concluded to the point of being added.
Assume that they are present for this match, but that morals regarding them are off.
 
From what I recall, Rakko is really skilled at blending with crowds and hiding in them, and her hidden gun gives her an advantage.

On his end, Kaname has a lot of experience in urban combat, has fought against superpowered assassins and has mastered using many ranged and melee weapons.

In the context of this fight, Rakko lacks the element of surprise since they know they're fighting each other. Since morals are off, what prevents Kaname from creating a rifle or machine gun and shooting her from afar with his greater range?
 
Rakko is a stealth sniper and central park has many areas with bad sight. Like, if you go through the bushes/forest there's much cover to be had. Which makes long range sniping and stuff rather difficult.
If Kaname follows her in such an environment her tracking abilities could come to her advantage.

Would Kaname stay in a position advantageous for sniping or would he follow her eventually?
 
Rakko operates outside of her specialty here, and she is pretty good at making her life worse. Tracking still works, but when it comes to actual fight, I can see her being outdone.
Also, there's problem of opponent having infinite ammo, if I'm reading his profile correctly.

Well, I didn't want to vote in the first post, but if no counter arguments are raised, feel free to count my previous three sentences as a +1 for "Sudo wins" counter.
 
Personally, I don't have much to say beyond what I already did.
In an environment with bad visibility Rakko has IMO the advantage due to her tracking, but in an open field Kaname has the advantage. It depends on where they decided to fight.

Gonna take that +1 then.
 
Kaname has infinite ammo and infinite weapons, yes, which makes it troublesome for Rakko. He also has a large range and stamina advantage. As for being in a crowd/space with bad visibility, I do think Rakko might have an advantage, but Kaname has fought in cities, inside a hotel, a jungle and a cruiser on different occasions, all of which have restrictive terrain in some way, and in which he has fought and won many times. No doubt is Rakko a great tracker and Kaname hasn't faced tracking like hers, but Kaname has escaped and overthrown skilled trackers in his own right.

If Rakko goes into the forest area of the park, Kaname won't blindly follow, not until he's analyzed the area and situation, and he does have smoke grenades and metallic anti-riot shields if necessary
