How many High 1-A characters are possible per verse?

I'm just wondering how many High 1-As would fit in a single verse while still having the verse make sense.

there is no limit to the number of 1-As

but i dont think you can have many high 1-As, since there is not much difference between a High 1-A and a tier 0 overall

There is no limit, according to the tiering system page high 1-A's are basically characters that are "would have been tier 0 according to paper and definition but not due to there being a clearly explained tier 0 (supreme being) or characters that are comparable to it in it's verse"

So for example you have TOAA who is tier 0 because he is >all of marvel. He is also significantly and clearly above every tier 1-A character in the marvel verse.

HOWEVER, The Presence from DC is > every 1-A and below character in DC combined, so therefore he is higher than 1-A, and would have been tier 0 on paper but there are other characters comparable to the Presence like elaine belloc.

So to further give an example:

you have a tier 5-C character in a verse that caps out at 5-B.

Now let us assume that the 5-B characters have never existed in the fictional work, the 5-C character is still 5-C.

Now you have a "High 1-A" character and it is the only character in the verse that is "High 1-A". The verse caps out at a supreme being of Tier 0.

Now let us assume that the Tier 0 character had never been written ever. The "High 1-A" character would be Tier 0.

In fact, I would go as far as to say that every verse that only has only 1 High 1-A character must have a tier 0 character.
