How does one calculate earthquake intensity from a certain distance?

^ What the title says.

I'm asking this mainly because I want to know the energy required for an earthquake' to be registered as a magnitude 9.5 (Equal to the 1960 Chilean earthquake, the most powerful one in recorded history) all across the world, no matter where you are, while presumably being much stronger at the earthquake's source. I guess one would either use a distance of half the Earth's circumference ( 20,037.5085 kilometers) or the full circumference (40,075.017 kilometers) for this? But I'm not really sure, TBH.
