How do you translate persona 5 AP in actual fight?

The rating for the low 2C is clear enough from the description. But what about the lower one?

Lets take the 4A as example. The rating came from Okumura's palace collapsing. Then, which attack or abbilities from Ren that have this 4A potency?

Does his normal attack generate 4A destructive force? or he need to use stronger spell? Or maybe just touching the enemy will generate this potency?
 
4-A came from Okumura's full strength, which the PTs scale to via his boss fight. Since VSBW considers a character's capacity for creation as equal to that same character's capacity for destruction, Okumura forming his palace means his full strength in his boss fight would feature attacks that could destroy said palace.

4-A is the standard attack potency of the PTs based on this scaling, meaning their strongest attacks would cap at 4-A, and their standard attacks would be on a lower end of the same tier.
