The battle takes place at Fazbear's Fright,

Both start on opposite ends of the building (Joker starts at Hall Cam 1 and Billy starts at Hall Cam 10)

Both don't know each other's location,

Joker has all of his equipment,

and Speed is unequalized,

The physical AP of both combatants is 100 Joules

You wouldn’t get it:

Bump. I will point out the fact that Joker starts right next to the Security Office so he can access the camera system to locate Billy and potentially ambush him but Billy should be able to notice the cameras and either stealth past them or just shoot them with his gun. Billy's desensitised mindset also makes him a more effective killer.

Hmm I've never thought of it that way, when I first made the match the reason I choose those locations were because they were opposite sides of the building and I thought it would be more interesting if both Joker and Billy had to go through a small maze of dim-lit corridors in order to find each other.

But assuming Joker has a decent enough understanding of how a camera system works, this would make the match even closer considering Billy has better stealth feats
