Speed is Unequal, Part 1 Dio, Pre Skip if Yang can't beat regen I'll switch this to Weiss.

Unless I misremember, Dio pretty much just freezes everyone that ever tries to attack him, not really spamming ranged attacks. And even when he does, he just attacks once or twice at most, not nearly enough to let Yang overcome that Regen.

Do not seems that Yang is capable to counter Dio's regen aside to continuosly causing him notable damage, only Yang advantage is Semblance.

Dio doesn't spam freezing, he just uses it to freeze hamon users then manically laugh at them.

Of course if Yang was getting troublesome, there's nothing stopping a flashfreeze.

Speed difference is at most x2, it wouldn't change anything, although Yang can cover distances in less time than Dio.

He can still Freeze, Since Dio Brando (Not DIO) and Yang are basically equal in speed, and should be around the same in power.

I give it Dio Brando, since he does have Flash Freeze, and I don't think she would be able to kill him before he realizes she is a threat and use flash freeze.

Dio can still takes some damage before needing blood to regen and recover stamina, he do not need to consume blood to immediately regen wounds while he is not tired.
