No. That tends to be what they say before they show it, but they always change the wordings and such. It's not actually related to what they say. That's them just making the audience aware of what he is doing so they don't wonder why it just cut to commercial.
 
So this means Homer can't do...anything? Why is this an incap? Doesn't the commercial just...eventually end
 
Eventually. But it counts as incapacitation due to the fact he is stuck there watching them, and it has lasted as long as days in their canon world
 
Homer has gone along time with out doing anything as seen in the episode where he did a hunger strike for nine days although he almost died but it's gonna be less ammount of time and he'll be able to charge at mario once the commercials end
