Ok so it really could go either way.
Cause literally one blow from the shockwave from one finger flick from prime all might can eviscerate homeless emperor.
However….
If homeless emperor can successfully land his light ball attack, he could just….never stop. Ever. Literally until All Might is turned into dust since he can send our thousands of these things at a time casually.

True, but outside of his 2.4 GT massive ball that takes ages to form, his other blasts are over 72x weaker than All Might, so by the time Homeless Emperor lands a few, All Might would realize that he doesn't intent on stopping any time soon and just blow up the entire area with a supermassive shockwave, killing Homeless Emperor.
Maybe it's not a stomp, but it's a pretty clear win for All Might.

Ehh, it really depends because HE can really just end it if he really wanted to as well. Like…it can be pretty crazy.
But since this is a random encounter and not bloodlusted, I’m willing to lean on that All Might outsmarts HE’s excessive cockiness before he knows to really go all out more times than not.
But like I said, it can get really bad really fast for All Might too.
