Well, Fanbeemon scales below Arlong's level. While it can paralyze Arlong, Arlong can one-shot here too.

He also fires many projectiles at once, so that 10 percent is quite dangerous.

Overwrite should reduce the AP advantage anyway, assuming that he would do it.

The issue of Digimon fights is that they heavily revolve around "If they do it", "They can do it" or "They are just as likely to do it as X". This is due to Digimon having no set character and being wild cards for the most part, especially when using a random member of a species.

So what can Fanbeemon start with in the battle

Fanbeemon is more than likely going to play the range game first and foremost. It's not an upfront fighter. So Gear Stinger is more than likely going to be the closest thing to a starting move. Each stinging attack has a 10% chance to induce paralysis and scaling from his pre evolved form, his stinger would also be poisonous as well. He can also strike with blasts of electricity and due to his passive ability Royal Commando, literally everything he does has a 10% chance of inducing paralysis. Afterwards, basically anything is fair game.
